Mr. Chen is a certified attorney-at-law of China. He got his Bachelor's degree of Science early in 1982, then going Beijing worked for China National Bureau of Oceanography. In 1983 he entered the graduated school of CASS, the Chinese Academy of Social Sciences, Beijing, to study business laws, especially international business laws, and succeeded in getting the degree of LLM in 1986. On graduation he started his career of practicing laws ever since, initially he worked for the China Chamber of International Commerce, Beijing.

Working experience

Mr. Chen had worked for over four years in Hong Kong during 1998 till 2002, as a Chinese lawyer, working for the China Legal Service, HK Ltd., an overseas institute of the Ministry of Justice of China. From the international practice in a common law system like Hong Kong, He gained his ability to properly deal with the business interests of different clients according to different legal systems.

As a business lawyer, Mr. Chen has practiced laws for over 25 years. He knows the general practices and the regulations of international trade, international protection of intellectual properties, international investment as well as laws and regulations of China.

Based on his ability, in 2007 Mr. Chen, as the Chief Lawyer of a legal team, to be appointed the project legal consultant for a project of 560M KW power plant in Ghana, Africa, with a total investment of over 200 millions of US Dollars, invested and operated for 20 years by a Chinese Energy Corporation, the first phase of this project began its generation in 2010.

Mr. Chen also has experience to be the chief legal consultant for various projects covering ship building contracts, four Panama class bulk carriers, 76000 tons each, Chinese flags and convenient flags; two construction projects of super high-rise office building; assets management funds of investment bank and QFII license applications to Chinese government by foreign investment banks.
